what does cd-unlocker really do

hi, im planning to buy a new hspa modem is the md400g from ericson with gps integrated
i want to know the difference between a modem is lock or unlock

if you unlock your modem what does dc-unlocker really do

If you buy from a service provider,normally it will be locked to the network.Anyway MD400 is not supported by DC Unlocker.
