Under what username you've made a purchase? Also what is your IP address that you make connection from as it might have a block.

There are no blocks on your username or ip address, therefore problem is on your side. Please check your Firewall and Antivirus software, they might be blocking your connection to the server. If possible try to use different connection to the internet as it also can cause this problem.
