You probably have tried to login earlier with incorrect data too many times and got blocked on server, to solve it please let me know ip address that you try to connect from.

Before we go any further, your tutorials do nots hav sound, and when I access the dongle, from my computer etc, I do not get a wizard as shown in the tutorial, and therefore have no way of configuring it as shown in the tutorial.

No blocks on it. Then the problem exists somewhere on your side. Check if you can login into server while e3131 modem is disconnected from pc. If you can login when it is disconnected then you need to check adapter binding settings like here - https://www.dc-unlocker.com/adapter-binding-settings put connection of your modem on the bottom of the list, then reconnect modem to pc and repeat detect/login/unlock procedure. If its not the case, then check firewall and antivirus software if its not blocking connection, you also can not be connected to internet via proxy or vpn as it will cause this error.

Reconnect it to pc. Make sure it is visible in device manager. There can not be other modems or phones connected to pc, if you use wifi for internet then make sure it uses different ip range than your modem does.
