DCPhoenix (v173) Stuck on "Refreshing TESTPOINT list file"

Hi,
I try to run the DC Tool on W10, It is keep getting stuck on the window "Refreshing TESTPOINT list file" with no respond

1. Tried different internet ISP (via mobile)
2. Disabled Antivirus

No Luck -

I can't try on different computer since the tool is locked to current computer.
Can you help please ? is it possible to reset the computer lock ?

Looks like a connection problem. Could you try to restart the
software? Also, try to check, maybe a firewall or antivirus or other
software is blocking the connection. Try other computer/connection if
possible. Computer lock removed, you can try on other computer.
