Yes, you were blocked because of WinPcap on your computer. Wireshark uses it also.
If you uninstalled it - try again connecting, now should be ok.
Unblocked you.

Write your username or Vygis/Rocker/DC-Unlocker dongle ID.
Then I will be able to check what could be wrong.

Here is no block on this username and servers are working fine.
Write me your IP address that you are using to connect. Maybe server is blocking your IP.

Also, check this:
Check firewall settings (Firewall may block your connection to server).
Make sure other software is not blocking your connection.
Try to use other connection method.
During the unlocking process, working network connection is necessary.
Do not use the same modem for the internet that you are unlocking.

You were blocked because wrong username or password was entered too many times. Please copy paste your password from the email where you get it.

DC-Unlockers port is always changing, so I cannot tell you the exact information.

That makes sense because when I bought the credits through paypal I meant to create username dubpd, I typed it worngly, I only realised later on, when I used the remind password button.

No, it will not re-lock the phone. Once phone is unlocked - it is unlocked forever.
