Monitoring software is not allowed to use at the same time with DC-Unlocker. "File monitor" was detected.
If it will be detected again, you will be blocked again without possibility to be unblocked.
Now you are unblocked.

I turned of my AntiVirus, vpn and still my account is getting blocked,

I have no monitoring software installed, do you know what software it thinks is running?

I already wrote you the reason why you were blocked in my previous post.
I didnt write anything about AntiVirus, vpn, etc.
The reason was "File Manager" software.
As I mentioned before, there might be no possibility to unblock you again if it will be detected again.
Now it was detected again.

There is no software running on my laptop called "File Monitor" I have also checked the task list and the remove software list, this is a brand new Lenovo X220 laptop, I am afraid your software must be making a mistake, and I can assure you I am not trying to "monitor" your software, I have 30 credits left and I have 3 more keys I need to unlock.

I am an IT Manager for a Canadian Pump company, we have switched providers and I need to unlock some of our data cards, is there a number I can call you at to discuss.

Well, if there are such process detected, then it means there are such process running on your computer. DC-Unlocker never detects processes which are not even installed on computer.
Try to check in your computer if there is this File Monitor software installed,or maybe there are some similar software installed - this might cause the same problem.
