    Could you write your username or dongle serial number? Then would be able to check, why do you receive this error.
    Also, be sure that modem that you unlock ip is not same as the connection which you use for unlock.

        Here is no block and all server are working.

        You should check, if the firewall or other software is not blocking the connection. Check, if you have internet conenction at unlock time. Try to use other connection type or other computer.

          Also, there might be a conflict between network connections.
          Try to do this, maybe it will help:
          1. Go to Network Connections of your computer.
          2. Find your HiLink modems connection there.
          3. Right click on HiLink modem connection > Properties.
          4. Select "Internet protocol (TCP/IP)" > Properties.
          5. Select "Use the following IP address".
          6. Enter these settings:
          IP address: 192.168.2.1
          Subnet mask: 255.255.255.0
          7. Click Ok > Ok.
          Then try again to detect/unlock modem.
          Also, modem restart may be needed after settings applied.
