What is the problem?
Check if all drivers of dongle are installed, try to restart DC-Unlocker software, try to reinstall it, restart computer.
Also, right click on DC-Unlocker > Properties > Compatibility > Run in compatibility mode with windows XP.

DC unlocking software is not open, when VYGIS BOX connected to the computer
Strange thing, on another computer.
Tried repeatedly disconnect the USB cable
And then tried repeatedly plugged into the USB
Or only one can open the DC unlocking software

Remove all other box and dongles drivers, disconnect them. Connect only vygis and install it drivers and try to launch latest dc-unlocker software.
