Uninstall network scanner and its drivers. Winpcap driver npf.sys. Now unblocked and should be able to connect. But if will not uninstall will be blocked again.

What network scanner ?
I don't have any and there is no npf.sys driver on my system.

Try to check for software called "WinPcap" in Control panel > Add/Remove programs. If you find it - uninstall.
If there are no such software, try again to connect.
