Your account is not blocked. Why you say it is blocked?
You have 0 credits, because all your payments were refunded.
Your payments were refunded because of unverified PayPal account. For security reasons we accept payments only from verified PayPal accounts. Please contact PayPal, verify your account and then try again purchasing credits.
