Disconnect dongle, launch DC-Unlocker, go to Server tab, write "0132353C" as username and "123456" as password, click "Check login". What error do you get?

For correct ZTE modem detection, please plug modem with invalid operator SIM inserted. Wait till software starts the modem, close ZTE software and then you can detect modem with DC-Unlocker.

Do not use JTAG at same time when using DC-Unlocker or you will be blocked again. Now you are unblocked and should be able to connect.
