Paypal payment not working

I have tried to pay with Paypal but when I confirm the payment I always get an error message:
"This payment cannot be completed and your account has not been charged. Please contact your merchant for more information."

I have a verified PayPal account. What can I do about this?

This is a problem from paypal side. There are some restrictions for some users.
But I am not sure what and why exactly. You should contact paypal to get all details.

I also tried to pay using HiPay with my debit card, but this did not working either which makes me feel uneasy about the whole payment. Not sure what else to try.
