How many credits are needed to unlock Huawei E173Bu-1

I have 4 credits in my account qrhe007. I want to unlock my E1731 (Airtel India). It is detected as E1731 11.126.29.00.284 Aug 13 2012 19:28:09. But the Dc-unlock failed to unlock it with an output as "Insufficient credits". It should be 4 credits for unlock E1731 (Airtel India) if you check this thread. What happened here?

You have no credits because your payment is refunded.
Your payment is refunded because you used unverified paypal account. Our system accept only payments from verified accounts. Verify the account at paypal and then there will be no refund.
