If you made a payment via paypal then log into email box which is registered to paypal, there will be a mail that contains unblock link, after you click it account will be unblocked, please check spam box as well.

if i not mistake, i buy the credit from gsm-server website.

No new payments arrived to this account. Your account is blocked for half a year almost now due to rejected payment via Hipay.
