There were too many incorrect login enters, so you got blocked on the system. Now unblocked you and connection should be successful. Block removed. Now connection should work.

If you made a payment via paypal then log into email box which is registered to paypal, there will be a mail that contains verificationlink, after you click it accountwill be verified and accessible, please check spam box as well.
