I payd thru Paypal yesterday 4 euros but my account is still blocked. I didn't receive any "welcome" letters from your site because your SMTP server settings are poor and I can not activate voice feature on my dongle.

You need to check e-mail that you use for paypal. ivan@********.*** There should be link sent to activate your account.
If can not find it, try to check in spam, maybe e-mail went there.

Your SMTP server has incorrect settings and lot of accepting SMTP just drops messages. And my smtp does it also. This is normal anti-spam practice...
Now I made modifications in my SMTP and I can receive emails from you. But the very first message have already been lost... please repeat it now or just unblock manually...

Your computer runs usb activity scanning/sharing service/software therefore you got blocked. You must remove such service/software from computer before using DC-unlocker otherwise you will get blocked again.
Block now removed. If you do not know what service/software on your machine causes this then can suggest only to use dc-unlocker from another pc. Note: receiving multiple blocks for same reason may end up with a permanent block.
