Bootloader Unlock code doesnt work

I bought a unlock code via Android app (with IMEI) and the calculated code responses:

C:\Program Files (x86)\Minimal ADB and Fastboot>fastboot oem unlock 197162452*******
...
FAILED (remote: password wrong)
finished. total time: 0.003s

also i donīt get a login so i donīt find a site or description to register or use tools like
- HCU Client
or
- DC Phoenix
