i did not receive my credit

i was make a dc unlocker account. when i make the account i only buy 1 credit, just to make the account (i receive that 1 credit).
and then when i know the credit to unlock my modem is 10 credit i buy more 9 credits. but i did not receive my 9 credits!.
my paypal account say that my transaction is completed. please help me
