always being refunded

I want to unlock voice feature in my sierra 885u, so it means I only need to buy 1 credit, right? So, I already registered and had my username and password. But when I already had payment confirmation, I always keep being informed from paypal that my payment was then refunded by dc-unlocker with note: "sorry only verified accounts allowed". I tried four times until my credit card provider called me. I need to know what does the note means? Should I verify my account? If yes, how to do it? Because maybe I miss this info from website or this forum. Thanks in advance. My username is "indrarto".

You receive refund, because you use unverified account. Contact paypal and verify account. Then there will be no refund. Sorry only verified accounts allowed. For security reasons we not accept unverified account.
