couldnt pay for hcu timed licence

hey, im living in Turkey,
i bought hcu timed licence before, it was ok but now i couldnt order it, it shows an error, tried different cards(they all have funds for it) but still the same
also paypal is blocked on turkey, how would i pay for it? is there any other payment options, i couldnt use my phone, need the dc unlocker + hcu licence but it downst accept my payment
