Sierra 301 - Insufficient Credits

I bought 1 credit to unlock a Sierra USB 301 modem, as per the user prices page;

When I check my login on dc-locker tool, it shows I have 1 credit. When I try to unlock the modem with my user/password - it says insufficient credits.

My mistake - is 10 credits to unlock, 1 to voice activate
