not acces server my ip adress

Good afternoon,

Please check why i do not have access to the server from IP: 86.35.194.44 with dongle 0001dcee.
From any other IP I may access with no issues but from this type of IP I can not. It says error in connecting.

Do not use JTAG at same time when using DC-Unlocker or you will be blocked again. Now you are unblocked and should be able to connect.

I have tried from 3 different PCs that go out with the same IP, I get the same error "Error connecting to server ! ".
What could it be? I have not been using jtag box whilst trying....

but dongle connected on another system with Vodafone Internet Modem works perfectly, it's recognized with serial, credits remaining from the server. I am only blocked from that IP and cannot have access from any PC to that router....
this has been happening for almost a month.
