error code 21 (purchase 10 credits but huawei e585u-82 was not unlock )

I have purchase 2 credits followed by another 8 credits to unlock the huawei e585u-82 and while unlocking it came up with the error message error code 21 , no response and my credit became 0 from 10 . My username :lyrinna .Please let me know how can i unlock my huawei e585u-82. thanks
