Uninstall network scanner and its drivers. Winpcap driver npf.sys. Now unblocked and should be able to connect. But if will not uninstall will be blocked again.

You should detect your modems with DC-Unlocker first and then copy here what is detected, then it would be easier for us to check the prices.
