Alwayed getting refund

Hi,
Over the past day and today trying to purchase a 4 credits with no hope .
my username is mirghany and I'm using PayPal account . the payment done successfully then I've received refund after that with the reason :
"Sorry only verified accounts allowed" , Can you please check why this happen ?
As PayPal still hold the whole amounts of these tries as outstanding authorization on my card .

Your payments were refunded because of unverified paypal account. For security reasons we accept payments only from verified paypal accounts. Please contact paypal, verify your account and then try again purchasing credits.

Thanks , I corrected the issue with PayPal , Then I success of purchasing credits and Un-Locked my device Huawei E160
