Uninstall network scanner software and its drivers (WinPcap driver npf.sys) and try again. Now you are unblocked, but if you will not uninstall you will be blocked again.

Do not use Phone System Analysis (or PSAS) together with DC-Unlocker. If software will detect Phone System Analysis running at the same time with DC-Unlocker, then you will be automatically blocked again. Now unblocked you and you should be able to connect.

I have already restarted, reinstalled the application -even tried older versions.
there isnt any firewall , Antivirus or IP /Port monitoring application running on my PC.

You were blocked because of two reasons:
1. QC Mobile Analysis.
2. JTAG using.

1. Do not use QC Mobile Analysis together with DC-Unlocker. If software will detect QC Mobile Analysis running at the same time with DC-Unlocker, then you will be automatically blocked again.
2. Do not use JTAG at same time when using DC-Unlocker or you will be blocked again.

Now you are unblocked and should be able to connect.
