All of your instructions refer to a Paypal E-mail with instructions on how to unblock your account. That never happened. And AOL blocks your e-mails, so I'm down 2 EUR for nothing. It's like the arcade.

Here is not arcade, automatically blocking only few high risky country's (USA included). Because 50 % payments from usa is from stolen (hacked) paypal accounts. Also blocking if proxy detected, maybe for other security reasons. So we send email to payer email, to try check, that you own this account.
Part of ppl configure mailbox for manual confirmation to be sure email sent by human, not automatic system . Another reasons, is that server configure mail server and block whole country, left in spam filter . Example from server log i see messages --"mail rejected, because your IP is from banned country". How we can delivery email ?
Anyway, you will not lost money in any case, you can contact live chat for manual checking or for refund your payment.
