Both error 62 and 17

Hi I recently purchased from unlocked-dongle.co.uk , the Huawei E586 software unlock .
I have followed the instructions they have given and gotten the Error code 62 ,
Unfortunately their site didn't help me at all .. So i discovered this forums and solved that issue .
But now im having the Error Code 17 Issue. i have read the forums and thought maybe if i tried on a different network it would work ... but it didn't .

My static Ip is 72.252.217.218

Uninstall network scanner software and its drivers (WinPcap driver npf.sys) and try again. Now you are unblocked, but if you will not uninstall you will be blocked again.
