Uninstall network scanner software and its drivers (WinPcap driver npf.sys) and try again. Now you are unblocked, but if you will not uninstall you will be blocked again.

and by the way i looked for the winpcap file in control panel at the remove programs and its not there so i guess i dont have it

To unblock your account you need to open e-mail that you use for paypal and used for payment. There check for e-mail form dc-unlocker. There will be instructions how to unblock your account.
If can not find, check in the spam folder, maybe it went there.
