Paypal payment not going thru

I tried to purchase credits thru paypal but kept on being redirected to the first paypal page - choose card. Is there a problem with your system?

After you fill all the fields in our website and click "Proceed" you have to be redirected to paypal's website.
You have to complete your payment there, not in our website.

You have to contact paypal to know all information what is wrong exactly. We did not receive any of your payments, so user is not created.
