    I don't believe I've got winpcap installed or any other network snooping tools

    can you please advise & unblock

    Yes, you are right.
    Uninstall network scanner software and it drivers (winpcap driver npf.sys) or will be blocked again. Now have unblocked and you should be able to connect to server.

      I do NOT have wireshark or winpcap (ie npf.sys) is NOT on my system what else causes it so I can sort it out prior to trying again?

        Server has detected it in. Check for npf.sys driver and try to remove it.
        If you are sure, there are no this drivers, try to use dc-unlocker.
