my problem is after i charge my account by 15 credit i checked after that and found it block. i did not know why.

To unblock your account you need to open e-mail that you use for paypal and used for payment. There check for e-mail form dc-unlocker. There will be instructions how to unblock your account.
If can not find, check in the spam folder, maybe it went there.
