If not, then please check these steps:
Make sure drivers are installed.
Use latest DC-Unlocker client software.
Use Autodetect.
Make sure modem is not connected to internet.
Make sure modems connection software is installed, but not running.
Try restarting your computer.
Try other computer.

You can unlock these modems with DC-Unlocker.
After you detect it with DC-Unlocker, go to Unlocking tab, select "Read unlock code and auto enter to modem", click "Do job".
It will cost you 4 credits for each modem.
