error code 37 huawei e160 not locked

i've got an huawei e160g locked by 3operator in italy.i've already downloaded dc-unlocker software and i've just bought credits with paypal.the software detects my usb modem good but when i click on "unlock" i wait few second but after there is a message :"unlock failed (error code 37) "!also my remained credits are 0..is it a problem?thanks in advance for your help

Is Counter locked?
On which models DC-unlocker is able to reset this counter?
(As I know, there is no problem with resetting counter on E1550)
