If you cannot detect modem, check this:
Make sure all drivers are installed.
Make sure modems connection software is installed, but not running. (if there is one)
Use Autodetect on dc-unlocker “select model” line.
Make sure modem is not connected to internet.

Was there not original (invalid) sim inserted during detect? If so, your device is most likely unlocked or never been locked at all - SIM Lock status : unlocked. If there was original sim inserted during detect, then please repeat procedure with other sim card, and let us know what SIM Lock status line says.

You can generate Firmware code by IMEI using DC-Unlocker.
Launch DC-unlocker, select manufacturer: Huawei modems, model: e173, go to Unlock tab, select "Generate Firmware code by IMEI", enter IMEI number, click "Do job".
