What connection manager do you use? Branded by provider?

Yes, I have restart the modem.
And I also tried connection manager from another provider with unlock Huawei EC167 and new RUIM card from another provider, but the result is failed too.
I got warning "Only the specified RUIM card can be used on the device!".

Try to download connection software from support area and use it. It is located in Connection software -> Huawei -> fileto download should be here. Let us know if it helped out.

I have tried your connection software, but also failed.

You sure its r-uim card that you try to use with your device? To make sure about it you should contact that network provider and ask them what card type it is.

I am 100% sure that card is RUIM not SIM.

I have bought another 4 credits to generate firmware updater code.
And then I installed firmware file from support area as you suggested.
The results is modem firmware change successful, and I don't get the warning "Only the specified RUIM card can be used on the device!" again.
But now my problem is connection software show no signal at all.
So I can't connect the modem too.
Please refund my money, because no solution for me.
