Webcube might be detected when its connected by lan cable or by wireless to pc.

Make sure it is only connected to the computer but not to the internet, try to detect it while being offline.

the modem is b183 not 863!! this model does not have the lan port.

Instructions are same. Then try to detect by wifi.
