Device must be connected via usb cable or LAN cable to pc, if its connected via wifi it won't be detected.

You might want to try to run dc-unlocker as aministrator. Unfortunately but there is no tutorial for this device detection. You can see here for how software works - https://www.dc-unlocker.com/tutorials .

This device is not supported. But if we would see what is detected, maybe we would be able to unlock it. Do you see it under modems and ports lined in device manager?
