Try to detect it by dc-unlocker software, then paste here what was detected. How detection is done see here - https://www.dc-unlocker.com/tutorials . Note, you do not need to login to server for detection.

Isn't it a phone? Please try to detect it as Huawei phone,, make sure device has its drivers installed on pc and everything that comes along with it. It should appear in device manager under modems and ports lines.

Does phone appear under modems line? try to disconnect other zte device and check again.

Right click on your device under modems lines and select Properties. Then open modems tab and check what com port it shows there. Also check if phone appears in my computer/computer area as virtual cdrom/drive, if it is there try to open it and check if everything was installed for your device, after checking right click on virtual cdrom/drive of phone and select eject. maybe diagnostics port will appear in device manager of your phone as well then.
