Did you restart modem after unlock? Also, it may be that you can not use other sim because your modem dashboard (connection software ) is branded. Need to use unbranded one.

Then try to use Mobile partner - unbranded connection software for huawei modems as Vincentas mentioned yours might be not available to use with other operator cards.
