Try to insert sim into phone from operator that it does not work with. Try to check with no sim inside as well if you still get same error, make sure to use latest dc-unlocker.

After you detect phone, in unlocking tab there should be option "Unlock and repair security data" below Unlock button, put a check on it and see if unlock is available then, also mention to what country/netowork this phone is locked to?

Please try to gather information to what network and country it is locked to. Also try previous version of dc-unlocker.
