Huawei E5372T unlocking

I purchased this Huawei WiFi hotspot from Telstra in sydney Australia, and understood that it was locked to their network.
So here is what the DC-unlocker software is showing

so my question is....... why is it showing unlocked?
I still have the Telstra SIM card in the unit, is that the reason?

Need to insert other provider than modem (not original) sim card. Only then you will see correct lock status.
