downgrade huawei e3131a ?

i have dc dongle and wanna flash/downgrade e3131a firmware, question is :
1. is it safe to downgrade the firmware ?
2. do i need to make activation or just use it (huawei silicon flasher) ?
this is my version now :



and i want to downgrade with this version from support :



is it possible ?
my reason to downgrade is that higher version consume a lot of memory.. makes my compt slow
