I kept an invalid SIM already in the MODEM when I wanted to unlock it.

If there was invalid operator sim in it during detect/unlock and it was detected as 'unlocked' on dc-unlocker software, means your modem is not locked anymore.

When I tried to unlock with the default selection under the Unlocking Icon which is Read Unlock code and auto enter to MODEM, the response is unlocking failed; Error Code 21. What do I do?

you need to downgrade device to Firmware : 11.126.29.00.408 or Firmware : 11.126.29.01.408 only then will be able to unlock this modem.
