What I need to do with them next?

You use unlock code to unlock phone if you know where and how to input it, otherwise why would you even generate unlock codes... If you want direct unlock then press unlock button not read unlock codes, good luck.

Log in, detect phone, then check for button activity for direct unlock. If button is still inactive for you do like so: 1. Restart DC-Unlocker software.
2. Go to Server tab, login.
3. Detect your device. If unlock button inactive do rest of the steps
4. Go to Options tab.
5. Click "Save log".
6. Send that file to me, please. Upload it somewhere and give link.

Direct unlock won't require more credits if you read unlock codes already. And if it does i suggest to insert invalid operator sim card into device, maybe unlock code input box will appear and you will be able to apply code that you received.

"Is there solution to change sim and unlock phone with it?" - No there isn't. Problem might be related with sim card in this case as unlock process is not related to whether there is sim or not in phone during unlocking.

I had to buy 8cr for unlock Huawei b199. First I spent 4cr for reading unlock codes, because Unlock button was inactive. After that I had to buy another 4cr for direct unlock. Can I get a refund of 4euro or 4cr?
