A simple question on Huawei E303

Okay, I give up...

Looks like there's no other way to downgrade my E303C modem (originally 21.157.13.00.910.B757). So, I'm considering to buy some credit (4, I think) in order to downgrade it.

But, in first place, I need to know:
Is it ever possible to flash (using the Huawei Hisilicon Firmware Writer) a 21.x version, for example? (I'm using 22.158.13.01.1029)
Being it possible, is it ever possible to find a firmware which is neither locked nor voice disabled?

Why do you need to downgrade? 21.157.13.00.910 version is supported and can be unlocked by dc-unlocker.
Yes, you are right. Unlock needs 4 credits.
