Need to detect it with both Application and Diagnostics com ports since this one has blocked counter. Only then unlock will work.

i was manualy select
i was select one by one for diagnostic port
HUAWEI Mobile Connect - 3G Application Interface(COM24) port but fail
then HUAWEI Mobile Connect - 3G PC UI Interface port for diagnostic(COM23)
that u see application port is auto detect but same error.

In screenshot only application com port selected, your application com port is COM22 not COM24. And if you get same error it means that port is being used by another service on your computer which you will have to locate and close before trying to unlock device.

its auto detect as 22 and that other dongles also detect like this and that was unlocked,
that unlocked dongles also auto detect only aplication port.
and its 22 not 24 port 22 is modem port .
i was manualy select aplication and diag port but not even detect dongle

If device is not detected when selecting com ports manually means one of the ports (most likely diagnostics) is being used by another service or program on your computer. You will have to locate that service/program, close it and only then detect, without detecting it with both com ports unlock won't work.

ok bro thank for try to help but i was check in task manager service tab there is stoped that all dongle service,
but i was unlock same other 2 dongles without detect diag port, and aplication port detect modem port number, i think there is problem rest counter while unlock, i was try get new hash and AT command to reset but its also fail i think its new dongle has isue reset counter.

Yes, as i said device must be detected with both com ports for unlock while counter is blocked. Those devices that do not have blocked counter could be unlocked with one com ports only.
