Huawei Mate 9, dc-unlocker says unlock successful, but phone still shows its locked.

Used network unlock to unlock my huawei mate 9.
The dc-unlocker said unlock was successful and charged 4 credits from my account yz616.

However, when I boot into 'adb reboot-bootloader' mode, the phone shows "PHONE Locked".
Could you help me unlock my phone or refund the credits?

I paid another 4 euros to fetch the bootloader unlock code. This worked and unlocked my phone successfully.
Since the network unlock didn't work, could you refund the 4 euros I spent on network unlock? Unlocking with the codes worked.

If you check my purchase history, you'll see two unlock purchses---one for network unlocker, one through bootloader codes.
Could you refund one of them?

After a factory reset, i was able to unlock the the bootloader code.
Since the network unlock didn't work, could you refund the 4 euros I spent on network unlock? Unlocking with the codes worked.
