I used 4 cr to unlock my Huawei Mediapad M3, the software showed: Phone successfully unlocked!... but I cannot make call, whaterver SIM card I changed make it into "No service", with the original SIM inserted in unlocking process, the device can use data but still no call.

In this case you can only check settings on device itself as we can help only with errors if you get any on our tools.

I know Sir, I've already factory reset or even did a re-flash firmware but still no luck. The tool just unlock network for only 1 network carrier (the carrier of the SIM card inserted into device while I unlocking it), SIM cards from other network carriers show: No service or Emergency call only....

Inserted sim card has nothing to do with unlock. You can do it with no sim inside at all. If sim card not working on this device it might be that operator does not support bands/frequencies that device runs network services on as well, no other explanation.
