Huawei phones/routers - IMEI change

Hi,

as I have been long out of GSM (3 years or so), i'm sorry to ask maybe "newbie" questions.

1) Is it possible to change IMEI on blacklisted Huawei phones permanently? (Like P8/P9 lite)
I presume all recent phones except MTK-ish store IMEI in OTP areas or secure it with RSA/EC-DSA signature,
making IMEI change impossible or hard, but maybe I am wrong...

2) Is it possible to change IMEI on any other 3G/4G modems, routers or similar?
If yes, which models have this capability (can be also other brand) ?

3) What software is required to change IMEI ? Now there is DC Phoenix and HCU client?
(i am old user of DC Unlocker, but i have to update the dongle or renew license, not used it since 2011)
